Here is an extract from the French national society REF annual report 2008 to their membership.

Dossier 70 MHz :
Après l’ouverture de cette bande dans plusieurs pays
(Monaco, Luxembourg, Italie, Gibraltar, Irlande, Slovénie, Danemark, Féroes, Afrique du Sud, Croatie, Grèce, Somalie),
le REFUnion a demandé l’ouverture de cette bande en France.
L’administration a souhaité un dossier pour étudier la faisabilité.
Un dossier complémentaire concernant les indicatifs spéciaux préparé
par la commission HF a été remis à la DiGiTip.
Depending on how good your French is there are encouraging signs for Digital, HF, 4m and 3.4GHz interests - a country where their regulator has been rather restrictive in the past.

Very interesting but i am not holding my breath.I have been petitioning the authorities here for 2 years now and an acknowledgement to correspondence is itself a cause for celebration!

This is indeed good news. I'm F/ at the moment and have been to see the ARA35 in Rennes. They had not noticed this request in the document. I'm assured they will lobby the REF to support this and send in a suitable responce.
Some members would have prefered some relaxation of the restrictive 50Mhz conditions, but this I feel will have to wait for the end of BandI tv. Even then there are other problems.
I have a 4m converter with me and interest was shown in this.
As this deptarment is next to the permited 70Mhz areas of the Iles de Manche including the now settled ownership of the smallest island, they must be in a prime Dx location. Also they have d'Anglais members. They have been assured by them that know such things that 4m is empty.
I have also mentioned a beacon? as they have a site near Plormeral where the R3 repeater is located.

I have heard several times, PMR-type French or Franco-Catalan dialect on 70.450 Mhz, so the French administration may need to provide limitations on Amateur Service use.
PS I worked Ivan S51DI 13/1540Z May2008, so sporadic e season well started now.
